Why Malta?

Malta, an island located in the Mediterranean between Europe and Africa,  is well known for its enjoyable climate, its historical site, festivals, cliffs, stunning landscapes. Malta is an ideal place to call home or to otherwise own a second getaway home.


The government of Malta, a member of the European Union, is offering Malta citizenship and residency to international investors who contribute to the country's economic development. This is granted by Direct Investment Regulations (S.L.188.05), under the Maltese Citizenship Act Cap. 188 LN 437 of 2020.


Malta citizenship grants the permission to live, work or study in any country of the European Union. Applicants are not required to continuously live in Malta before or after citizenship approval.


The Malta residency programs (MPRP, GRP, TRP, MRP,and ESS) allow applicants to live in Malta and travel visa-free to all European countries within the Schengen area.

Malta Permanent Residence Programme (MPRP) – Newly launched, 29th March, 2021​


MPRP launched by virtue of LN 121 of 2021, is a residency by investment programme which is a development from the successful Malta Residence Visa programme. This programme is open to third world country nationals & their dependents, which enables them to settle and reside in Malta permanently.


MPRP allows permit holders to;

  1. Reside in Malta permanently
  2. VISA free travel  across the Schengen region for 90 days out of 180 days
  3. Permit holders may be employed in Malta

An applicant must satisfy the below criteria in order to be able to apply for this status:

Must rent or purchase a property in Malta

  • €10,000 minimum annual rent for properties in Gozo or if located in the South* of Malta;
  • €12,000 minimum annual rent for properties located anywhere else.


Acquisition parameters are as follows:

  • €300,000 minimum property value for properties in Gozo or if located in the South* of Malta;
  • €350,000 minimum property value for properties located anywhere else.




Mandatory donation of €2,000 to a Malta registered NGO;

Direct contribution to the government of Malta:

  • €58,000 if the applicant chooses to rent immovable property in Malta;
  • €28,000 if the applicant chooses to acquire immovable property in Malta.


Non-refundable administration fee of €40,000.

  • €10,000 is required within one month from the submission of application.
  • The remaining amount is to be paid within 2 months from when the letter of approval is issued. 

Long-Term Residence Programme  


A long term residence permit is available for Third Country Nationals who are legally residing in Malta continiosuly for 5 years. During these 5 years , such individuals must have not been absent for a period longer than 6 consecutive months or for more than a total of 10 months.

Global Residence Programme (GRP)


A residency and tax programme which provides favourable tax incentives to non-EU, EEA and Swiss nationals and their families, who decide to take up residence in Malta. GRP permit holders are not legally bound by minimum stay requirements, nor are they  precluded from working in Malta. Applicants are not permitted to spend more than 183 days in another jurisdiction.

The Residence Programme (TRP)


The TRP allows EU, EEA and Swiss nationals and their families to live in Malta with the added benefit of acquiring a tax residence permit. They are also not bound by minimum stay requirements, but may not spend more than 183 days in another jurisdiction.

Malta Retirement Programme (MRP)


Applicable to retirees from the EU, EEA and Swiss countries who fulfil certain criteria and who can benefit from special tax status when remitting their pensions to Malta.

For permit holders of the GRP, TRP, or MRP, they must own or rent a property which the individual occupies as his principal place of residence worldwide. The values of the property need to be as follows:


  • Purchasing Immovable property situated in Malta other than in the south* of Malta: €275,000
  • Purchasing  Immovable Property situated in the south* of Malta, minimum property value of €220,000
  • Purchasing Immovable Property situated in Gozo, above minimum property value €220,000
  • Renting immovable property situated in Malta  other than in the south* of Malta at a minimum of €9,600 per annum
  • Renting Immovable property situated in the south* of Malta at a minimum of € 8,750 per annum
  • Renting immovable property situated in Gozo at a minimum of € 8,750 per annum


*Localities that are considered to be in the south of Malta, are: Birżebbuġia, Cospicua, Fgura, Għaxaq, Gudja, Kalkara, Kirkop, Luqa, Marsascala, Marsaxlokk, Mqabba, Paola, Qrendi, Safi, Santa Luċija, Senglea, Siġġiewi, Tarxien, Vittoriosa, Xgħajra, Zabbar, Żejtun, Żurrieq

Economic Self Sufficient (ESS)


This programme offers a five year residence card to EU, EEA and Swiss nationals and a progressive tax rate of between 0% – 35% on income generated in Malta, or remitted to Malta.
