What you should know about the 2017-2020 State Housing Plan

The State Housing Plan 2013-2016 came to an end on December 31st, 2016 and gave way to the new one, which has been in force for only a couple of months and will be in force until the end of 2020. This plan was one of the first tasks that Iñigo de la Serna, the current Development Minister of the Government of Spain has been assigned. Energy efficiency and aid to the most disadvantaged sectors are the main keys that define this project.

The purpose of this plan is none other than to strengthen the mechanisms necessary to reconcile and occupy the most vulnerable sectors of the population, namely unoccupied properties and those owned by public enterprises, financial institutions, public administrations and other property owners. To achieve this, the script includes incentives and aid for temporary or total property transfer and renovation.

It is undeniable that the State Housing Plan 2017-2020 has a marked social character as it is focused on finding housing solutions for those with more difficulty acquiring a home, either in the form of renting or through a contract of sale. For this reason, the President of the Government, Mariano Rajoy, has insisted on the need to create a series of legislative initiatives that accompany this project and that its viability and execution is made possible.

The State Housing Plan 2017-2020 includes, like its predecessor, the obligation to allow all those new build properties or the public buildings that are renovated to be available to rent to those who need a home. Also, at least 50 per cent should go to 'rent in rotation', a solution that has proven to be quite effective in offering protection to the most disadvantaged sectors.

With regards to the help provided for the rent, the text includes some clauses. For example, from now on it will be the self employed communities that have the obligation to establish the payment conditions. In addition, the payment will not have to be carried out on a monthly basis, but they will have the alternative to pay the rent on an annual basis.

It should not be forgotten that, for the first time, energy efficiency will have a specific program that will play a key role in determining the amounts of aid. In fact, the aid focused on the renovation of buildings will require the granting of comprehensive plans that result in more environmentally friendly properties. Special emphasis is placed on single-family and rural housing, which were the least regulated in the previous plan.
